Utility Compliance Services Division

Austin Water's Utility Compliance Services Division (UCSD) administers six programs that protect public health, water quality and the environment. We strictly enforce each program's requirements, but our main goal is always to help you stay compliant to protect health and safety, reduce pollution, and minimize both waste and liability.

Programs

    The Cross Connection Control and Water Protection program administers local, state and federal regulations to protect the public water supply. We prevent cross connections by ensuring safeguards are in place to protect the water system from contamination, and we work to prevent unauthorized use or damage to fire hydrants to maintain fire suppression capabilities.

    The Industrial Waste Control and Pretreatment program ensures that local, state and federal regulations governing wastewater discharged into the City's system are met. Businesses are required to install, operate and adequately maintain pretreatment systems to remove pollutants that could damage the collection system or interfere with treatment — including heavy metals, fluoride, cyanides, toxic organics and acidic or basic industrial wastes.

    The Lake Water Protection program administers rules for boats, marinas and shore facilities to ensure sewage is managed appropriately and the City's water supply is protected. Requirements address permits, boat sewage and sanitation facilities, design, installation, operation, state certification, prohibited discharges, record-keeping and waste documentation.

    The Liquid Waste Hauler program regulates liquid waste transportation in Austin to protect public health, safety and water quality. Regulated waste includes sewage, water and wastewater treatment sludge, septic tank waste, grit trap waste, grease trap waste and portable toilet waste. Proper disposal protects the wastewater collection system and reduces sanitary sewer overflows caused by overloaded pretreatment devices.

    The Waste Management program ensures Austin Water minimizes its environmental impact and operates in an environmentally responsible manner. The program supports compliance with all environmental laws and regulations, assists staff in implementing waste minimization strategies and works to continually improve environmental performance.     The Water Wells program administers City Ordinance No. 20121011-005 (Chapter 15-12 of the Austin City Code), which includes registration requirements for water well drilling, pump installation and all related activities.
