Utility Development Services

Austin Water's Utility Development Services (UDS) helps developers and landowners obtain water, reclaimed water and wastewater service for new and existing development. UDS staff review plans, process applications and coordinate utility connections across a range of programs.

Schedule an Appointment

UDS offers virtual and in-person appointments for general questions starting the next business day. Same-day appointments are not available. For project-specific questions, contact the coordinator assigned to your project directly.

  • Virtual appointments are hosted on Microsoft Teams. You can join by video or screen share using the link provided in your confirmation email, or call in by phone for a voice-only option.
  • In-person appointments are at the Permitting and Development Center, 6310 Wilhelmina Delco Drive, Suite 3100, Austin, TX 78752.

    Service Extension Request and Land Use Review

    • Service Extension Request (SER) Program — a request by a landowner or developer to extend water, wastewater or reclaimed water infrastructure to serve a property. The SER program ensures that utility systems have adequate capacity for new development and that proposed extensions meet Austin Water's infrastructure planning goals.
    • Service Availability Letter Requests — determines the water and wastewater service provider for a specified tract of land. Also known as "will-serve" letters.
    • Land Use Review — review of preliminary plans, plats, subdivision construction plans, site plans, site plan exemptions and zoning cases including PIDs and PUDs. Reviews include identification of service providers, service requirements, initial capacity checks and determination of SER applicability.

    Reclaimed Water, Onsite Water Reuse and Water Benchmarking

    • Onsite Water Reuse — regulates the collection, treatment and use of alternative water sources for non-potable uses in multi-family and commercial buildings.
    • Water Benchmarking — helps site plan applicants assess how water will be used in their development and identify reuse and conservation opportunities before construction begins.
    • Reclaimed Water — project approval for site plans connecting to Austin Water's reclaimed water system for non-potable uses such as toilet flushing, irrigation and cooling.

    Private Lateral and Plumbing

    • Private Lateral Program — investigates defective private wastewater lines connecting a building to Austin Water's wastewater system.

    Pipeline Engineering Plan Review

    • Pipeline Engineering — reviews commercial and subdivision plans and City capital improvement projects.

    Tap Plan Engineering and On-Site Sewage Facilities

    Valves and Hydrants Services

    Austin Water crews maintain infrastructure through valve exercising, pressure and flow testing, leak detection and other preventative maintenance activities. Development in a growing city also requires new infrastructure inspections and tie-ins to connect new service to the existing system.

    Fees apply to all UDS services and are reviewed annually during the City budget process. Fees are collected when applications are submitted. Additional fees may apply depending on the specifics of an application or when permits have expired and are being reactivated or renewed.
