- Office of the City Engineer
- The Office of the City Engineer manages Austin’s street infrastructure—handling pavement and bridge maintenance, right‑of‑way investigations, asset management, underpass cleanup, customer service, and engineering reviews to ensure sustainable, compliant, and safe public thoroughfares.
- Community Services
The Community Services Division include a host of programs that serve the Austin community, including:
- Construction Coordination
- Construction Coordination oversees the coordination of major regional projects—ranging from highway reconstruction to convention center expansions—by managing lane closure data, analyzing construction impacts, facilitating interagency collaboration, providing public updates via mobile app/website/hotline, and planning for a future Construction Traffic Management Center to streamline traffic flow during complex urban infrastructure works.
- Sidewalks and Urban Trails
- The Sidewalks and Urban Trails division plans, builds, and maintains Austin’s sidewalks, shared-streets, and separated paved urban trails—connected to bike and transit networks—to ensure safe, accessible travel for all ages and abilities as guided by city plans and community input. - Emergency Management
- The department's Emergency Management team prepares and trains for severe weather, winter storm events, and large special events by clearing and treating roadways, managing debris, ensuring signal and sign functionality (including backup systems), coordinating interagency barricading of low-water crossings, deploying resources through a departmental operations center or EOC, and maintaining situational awareness via dashboards, on-call systems, and technology to support sustained responses.
- Logistics
- The Logistics team plays key role in supporting interdivisional project coordination and managing material, equipment, and resource flow for city transportation projects.
Street and Bridge Operations
- District Maintenance

- Infrastructure Operations
- Oversees the repair and upkeep of street infrastructure elements, including guardrails, medians, utility cuts, alleys, and sidewalks—coordinating smaller-scale construction and concrete work to maintain public ROW functionality and safety. - Pavement Operations
- Focused on pavement condition: applying preventative treatments like sealcoats, slurry seals, overlays, crack seals, and fog seals across approximately 8,000 lane miles to extend pavement life and prevent deterioration. - Manages structural integrity within the right-of-way, maintaining bridges, retaining walls, guardrails, and other public assets—inspecting, repairing, and ensuring safe passage where utilities intersect with surface infrastructure. Transportation Engineering Services
- Active Transportation & Street Design
- Develops and builds streets and bike/pedestrian infrastructure that safely connects people of all ages and abilities to transit, destinations, and each other.
- Capital Project Delivery

- Transportation Engineering
- Plans and coordinates multimodal street improvements through programs like Speed Management, Transit Enhancement, Vision Zero and roadway safety/design, with area engineers addressing requests via Austin 3-1-1.
- Vision Zero
- A key component of Transportation Engineering focused on eliminating traffic fatalities and serious injuries by implementing data-driven safety measures across city streets.
Transportation Operations
- Arterial Management
- Monitors and optimizes traffic and pedestrian signal systems across Austin’s major roadways via the Mobility Management Center, traffic cameras, real-time signal adjustments, and dedicated technicians to improve safety and mobility for all users. Request a traffic or pedestrian signal.
- Parking Enterprise
- Manages on-street parking and curbside access—including metered parking, enforcement, residential permits, valet zones, and delivery spaces—to ensure convenient, user-friendly, and equitable use of public parking.
- Ground Transportation Regulation
- Signs & Markings
- Installs and maintains traffic signs, road markings, crosswalks, and banners per state guidelines, supported by proactive maintenance plans and rapid response to service requests to guide safe travel and efficient movement. Request sidewalk or street repair.

- Protects and enhances Austin’s urban tree canopy—within streets, parks, and public spaces—by responding to tree-related service needs, nurturing the city’s forest infrastructure, and ensuring environmental and community benefits.
Transportation Planning
- Land Development Engineering
- Reviews development plans for constructability and right-of-way compliance, facilitates temporary license agreements for encroachments like street furniture or tower cranes, and manages right-of-way easements and vacations requiring City Council approval. - The Strategic Projects, Transportation Demand Management and Transportation Systems Development teams lead strategic, long-term transportation planning and policy—managing the City’s transportation plans and system development programs, serving as departmental lead on initiatives, interagency coordination, and code updates. - Human Resources
- Supports TPW’s workforce by recruiting, developing, and administering competitive benefits and training programs—working in partnership with the city’s HR department to build a high-performing and diverse team.
- Occupational Safety
- The Occupational Safety team develops, manages, and enforces a comprehensive health and safety program—creating policies, conducting safety audits and accident investigations, delivering training, and ensuring department-wide compliance with federal, state, and local regulations—so that Transportation & Public Works employees can work safely and effectively.
Office of the Director
- Equity
- Partners across city departments and with community groups to administer equity training, workshops, and consulting—supporting equitable project outcomes and helping embed racial equity principles throughout Austin Transportation and Public Works.
- Legislative Affairs
- Coordinates TPW’s advocacy efforts at the state and federal levels—shaping and promoting the department’s legislative agenda, preparing testimony, tracking bills, and building relationships with state lawmakers and intergovernmental groups to secure policies and funding that support city infrastructure and services.
- Performance Management
- Implements the City’s performance measurement framework, evaluating employee and division outcomes to drive accountability, continuous improvement, and alignment with service delivery goals.
