The Development Services Department is expanding their services to include a new Expedited Building Plan Review Program for qualifying residential and commercial projects. This premium service will accelerate the building plan review and permit process by holding a single-review session with a consolidated team of plan reviewers representing all of the required disciplines and the applicant’s design team.
The Expedited team will include specialized reviewers that represent the following review disciplines: Building, Mechanical, Plumbing, Electric, Energy, Structure, Fire, Health, Industrial Waste, Arborist and Zoning.
Applicants and their consultants will attend a pre-scheduled, single-review session with the Expedited team ready to make on-the-spot decisions and changes as needed. Contractors and owners will be encouraged to attend the review session. If the plans meet the respective codes and ordinances, permits can be issued following the review session.
Commercial and residential projects may be eligible for Expedited Building Plan Review. Additionally, commercial projects with no residential use that are either 75,000 square feet or greater or $7.5 million or greater in construction value will be required to provide certification by a third-party under the “Better Builder Program” or a similar program that provides comparable worker protection standards such as:
Payment of a living wage
Completion of OSHA-10 training
Hiring goals from local craft training programs
Compliance with all applicable state, federal, and local laws; and
Applicants who want to take advantage of the premium service will pay for a completeness check which helps ensure that the building plans are complete and ready for review. For residential plan review, a two-hour minimum will be applied and for commercial plan review, a four-hour minimum will apply. During each scheduled plan review meeting, applicants will have the expertise of all the specialized disciplines required for their project.
If additional follow-up time is needed with a specific discipline, applicants will pay an hourly rate for that that discipline.
