About the program
The Living Wage Program was created to monitor the compliance of City-contracted non-construction contracts with City of Austin minimum wage requirements, as adopted under Resolution No. 20160324-020 and as enforced according to Rule No. R161-17.14.
The Living Wage Program requirements will be enforced for expenditure and revenue-generating contracts where all the following apply:
- Contract is predominantly for non-construction services performed on City Property or on City Vehicles
- Contract results from a formal competitive solicitation, procedurally compliant with section 252.021 of the Texas Local Government Code
- Contract requires authorization by City Council in accordance with Article VII, Finance, Section 15 (Purchase Procedure) of the City Charter
- The Program shall apply to directly assigned Contractor Employees of the Prime Contractor and all tiers of subcontracting
Living Wage Table
The Living Wage rate is adopted by City Council during the budget process each year for the upcoming fiscal year. The City’s fiscal years run from October 1st through September 30th of the following year. Below is a listing of the past three years of Living Wage Rates, by fiscal year, and the applicable Employee Certification Forms for the corresponding fiscal year. Employee certification forms are due to the City 30 days after contract has been executed and annually thereafter.
