Boggy Creek & MLK Storm Drain Improvements

As part of the Transit Oriented Development Ordinance No. 20050519-008, the Watershed Protection Department identified needed stormwater infrastructure improvements on East Martin Luther King Jr. Blvd. (MLK) near the CapMetro Red Line crossing. During heavy rain events, there is potential for this area to become impassable along MLK.

During the original construction of the Red Line, portions of needed stormwater infrastructure improvements were constructed but not placed in service in anticipation of a future storm drain improvement project. This project incorporates the previously completed portions with new storm drain sections to complete a portion of the overall planned improvements. Also included in the project are a pedestrian hybrid beacon (crosswalk), new sidewalk and other miscellaneous improvements.

Project Status and Impact

The City’s contractor for Phase 1, M.A. Smith Contracting Company, began construction in early April, 2020. Phase 1 of the project completed construction in February 2022. The City's contractor for Phase 2, Facilities Rehabilitation Inc., will begin construction in spring 2022.

Construction for phase 2 will involve temporary lane closures on MLK Boulevard between Ulit Avenue and Boggy Creek. Sometimes water will need to be shut off during construction. The project inspector will notify residents of these shut offs 48 hours in advance and provide a time frame for the shut off.

Phase 2 is expected to take 19 months to complete, weather permitting. There may be noise, dust and vibrations from construction during working hours.
