General: What is the difference between a Temporary Use Permit and Temporary Change of Use Permit for events?

A Temporary Use Permit (TUP) is required for outdoor events located in parking lots, lawns, or vacant land. A Temporary Change of Use (TCOU) Permit is required for events located in structures used as public assemblies that do not currently have a “Certificate of Occupancy” for that type of use, such as a vacant building, warehouse, high-rise office/garage, or the roof of a building.
