We make every effort to identify and measure things that matter most. This helps us to identify ways to improve our performance. Our performance measures are shared with the medical community, including area hospitals, governing bodies, such as the American Heart Association (AHA), and others.This collaborative effort allows us to identify trends, close gaps, and helps to improve the performance of the healthcare system.

Measure Description
Incidents in City and County A count of incidents that occur in the City and County combined.
Incidents Stratified by City and County A count of incidents that occur in City and the County, shown separately.
Responses in City and County A count of responses that occur in City and the County.
Responses Stratified by City and County A count of responses that occur in City and the County, shown separately.
Responses by City Units into County The percentage of responses made by ambulances assigned to City EMS stations into the County region.
Responses by County Units into City The percentage of responses made by ambulances assigned to County EMS stations into the City region.
EMS 911 Calls Received This is a count of EMS calls answered by EMS at the Combined Transportation and Emergency Communications Center (CTECC).
Count of Patient Contacts This is a count of the number of times that ATCEMS makes actual contact with a patient.
Patient Transport Rate This is the percentage of patients who are transported after a patient contact is made.

Measure

Description

Grade of Service Measures the compliance of how quickly EMS answers 911-phone calls.
Call Processing Time Measures the amount of time it takes to process a 911 call for emergency service.
MPD Protocol Compliance Measures compliance to a national standard (Medical Priority Dispatch) for the triage of 911 calls.

KEY RESULT AREA: EMERGENCY RESPONSE

Overall On-Time Rate - City/County The percentage of incidents for which the City of Austin and Travis County meet response time goals.
Overall On-Time Rate - County Only The percentage of County incidents for which ATCEMS meets its response time goals.
Overall On-Time Rate - City Only The percentage of City incidents for which ATCEMS meets its response time goals.

KEY RESULT AREA: PATIENT ASSESSMENT AND CARE

Measure Description
ACS Aspirin Administration The percentage of patients assessed by ATCEMS providers that present with Acute Coronary Syndrome (ACS) and receive aspirin.
Blood Glucose Test in Stroke The percent of patients exhibiting signs and symptoms of a stroke who receive a blood glucose assessment by ATCEMS.
Cardiac Arrest Arrival at Facility with a Pulse The percent of cardiac arrest patients who experience a return of pulses while in ATCEMS care prior to arriving at hospital.
STEMI Scene Time The STEMI Scene Time the number of minutes that EMS remains on the scene with a STEMI Patient 90% of the time.
Stroke Scene Time The Stroke Scene Time the number of minutes that EMS remains on the scene with a patient, who is showing signs and symptoms of a stroke, 90% of the time.
Trauma Scene Time The Trauma Scene Time the number of minutes that EMS remains on the scene with a trauma patient 90% of the time. 
Call-to-Door Time (STEMI, Stroke, and Trauma) This is the average time that a patient experienced with EMS beginning from the time EMS answered the phone in the 911 center until the ambulance delivered the patient to the hospital.

STEMI Alert Transport The percentage of patients meeting STEMI Alert criteria that are transported to an appropriate STEMI specialty care facility.
Stroke Alert Transport The percentage of patients meeting Stroke Alert criteria that are transported to an appropriate Stroke specialty care facility.
Trauma Activation Transport The percentage of patients meeting Trauma Activation criteria that are transported to an appropriate Trauma specialty care facility.

Outside the City of Austin
Total revenue collected by ATCEMS from incidents within Travis County outside the City of Austin.
Bill Processing Time Average amount of time required to process an electronic patient care record (ePCR) into an invoice to be billed to an insurance carrier or directly to a patient.

On-Time Maintenance Performance This indicator tracks the preventative maintenance being performed from an external department within the City of Austin on the ATCEMS fleet of vehicles.

Customer Satisfaction Score A measure customer satisfaction among patients transported by ATCEMS.

ATCEMS is constantly improving the methods in which we capture and report data. Due to this, there may be variation from reports prepared in the past.
