The Austin Police Department (APD or Department) continues to investigate the officer-involved shooting that occurred on Saturday, April 27, 2024.
APD continues to work diligently to build trust within our community. As per our policy, we share information about a critical incident within ten business days of its occurrence. Transparency and accountability are key to our ability to serve the Austin community, so we will provide an account of this critical incident to help you understand the chain of events. APD is working with the Office of Police Oversight and the City of Austin to release this information today. The press release includes links to the relevant audio and video from the ongoing investigation. The Willamson County District Attorney's Office reviewed the audio and video materials identified for public release. The details provided today are preliminary, as we are very early in the investigation.
The two officers who discharged their Department-approved firearms are Officer Adam Reinhart, who has four years and three months of service with the Department, and Officer Kai Finch, who has one year and five months of service with the Department. Per APD protocol, Officer Adam Reinhart and Officer Kai Finch have been placed on administrative leave.
Officer Peter Miller is not a subject officer in this incident. However, video and audio captured by his body-worn camera is being released to help better understand the sequence of events.
On Saturday, April 27, 2024, at approximately 12:14 a.m., Austin 9-1-1 received a call reporting there was a subject walking around with a gun at the Summer Grove apartment complex located at 7905 San Felipe Boulevard. An additional caller reported seeing a white male wearing black clothing walking around the complex with a black rifle. Multiple callers reported hearing gunshots and that the subject had four to five Hispanic males at gunpoint. At this time APD officers were dispatched to the call.
At approximately 12:22 a.m., officers arrived on scene and entered the complex on foot. Officers searched the apartment complex for the disturbance and any injured persons. Officers located an individual who provided an additional description of the suspect and directed the officers to the suspect’s last known location.
At approximately 12:33 a.m., officers moved further into the apartment complex and located several subjects in front of an apartment building and made contact with the subjects. Officers identified themselves stating, “Austin Police, show me your hands,” and repeated the same command in Spanish.
At approximately 12:35 a.m., an armed individual, later identified as Thomas Dray Price, emerged from the breezeway of the building holding a firearm. Officers gave verbal commands to Mr. Price to include, “hands up” and “drop the gun” several times. Mr. Price did not comply with the officers’ commands, raised a firearm and pointed the firearm in the direction of the officers. Officer Adam Reinhart and Officer Kai Finch discharged their Department-approved firearms, striking Mr. Price.
Officers approached Mr. Price who was unresponsive on the ground holding a firearm in his hand and detained him. Officers administered first aid and attempted life-saving measures until Austin-Travis County Emergency Medical Services (A/TCEMS) arrived on scene.
At approximately 1:11 a.m., Mr. Price was transported to a local hospital and was later pronounced deceased at 1:39 a.m. No other individuals involved in the disturbance were injured.
Currently, there are no charges pending, though the case remains under active investigation.
This incident was captured on multiple officers' body-worn cameras. Body-worn camera videos do not always capture everything the officer or witnesses saw or experienced during the incident; however, the footage helps us understand what occurred.
In compliance with state law that prohibits the release of certain information and to maintain the integrity of the investigation, the materials have been redacted.
The materials include comprehensive footage of the officers' actions and contain graphic content and language. Viewer discretion is advised.
