On February 21, 2023, the OPO received an online complaint.
The complainant alleges: Public safety workers are working together with members of
the community to target me with slightly annoying or peculiar behavior, which includes
loud noises, creating delays or blockages in pathways that I may transverse, wasting my
time with pointless interactions, and others annoyances. None of these are threatening. Yet,
I am being targeted and kept under surveillance by public safety workers (fire department
personnel, law enforcement officials) who are working in "clever" combinations with the
community to disingenuously annoy me. Sometimes this occurs as these public safety
officials conduct their duties. One of these incidents occurred on
at
approximately
as two Austin Police vehicles, with officers, "lingered" at
apartment properties
while a person in a vehicle slowly drove OUT of
the ENTRANCE while I was walking INTO the property, followed by one of the police
vehicles following OUT the ENTRANCE while the officer stared at me (not a close-call
collision, but an effort to create obstructing traffic; in other words an annoyance only), and
the other Austin Police vehicle was staged with front light and HIGH POWERED LIGHT
shining in my direction (minor annoyance). There have been MANY Austin Fire
Department (AFD) incidents occurring around me. REPEATEDLY the local fire
department
has come onto the
apartments property near where
I am located or heading. Please look at the record, if there is one. The AFD is conducting
phony operations with the community to annoy me, on and even off property. Related to
this, it appears that there is some sort of communications link between the community and
the AFD, whereby the two work in concert to try to annoy me in different ways noise,

My comments here are not the ramblings of a paranoid person. This is a real conspiracy by
public safety officials to annoy me and undertake phone public safety operations. It started
in
county by public safety officials there (public sector unions). They are

This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
