NOTICE OF COMPLAINT
April 7, 2023
ICMS #: 2023-0279
On March 31, 2023, the OPO received an email complaint.
The complainant alleges: Constituent, also the general manager for
on
reports calling 9-1-1
(somewhere
between
) on a violent individual outside the
building and police
officers neglecting to arrive at the scene. See below:
"Here are the notes from our concierge last night regarding a violent person outside of our
building and police never responded. This is all too common.
Went outside for about 45 minutes. Noticed a man walk into the parking
garage and I immediately heard yelling and saw him throw his shoes from the inside area
of the parking garage entrance. I met another man there who stated seeing the man beating
his chest and the metal doors on the inside of that entrance area. I then followed the yelling
to make sure the man didnt come back onto protperty. He ended up on the
side of
our building and began wrestling the tall cones on the street and rolling on the ground
yelling. I asked him to please not come back to the area or Police would be called for
trespassing. He nervously stated he would leave but remained rolling and yelling. I had
no
choice but to call police because at that moment his life and others were in danger as
multiple cars nearly hit him. Police never showed up to the area but I kept eyes on the guy.
He ended up going into the
area across the street and beat on everything he could
on the way there and yelled at multiple people as he rolled on the ground again. I simply
stood outside with flashlight now as a deterrent and luckily he ended up just scooting along
on the opposite side of the street from our building. Will maintain vigilance via
cameras to assure no further issue."
