On March 30, 2023, the OPO received an online complaint.
The complainant alleges: My step son,
, was traveling to work on
and was driving with the flow of traffic. The speed limit posted was 65 mph
and he was (admittedly) speeding - 80 in a 65 mph zone. He says though he was following
other vehicles driving the same speed, he was the one that was pulled over. Again, we are
not contesting the fact that he was speeding. However, when he was stopped by Ofcr.
and after Ofcr.
collected the necessary information from our son,
Ofcr.
asked our son if he was African American.
I find that question to have been irrelevant to the traffic stop and rather offensive, given all
that has transpired in recent years with the black community and their interactions with law
enforcement. Our son IS bi-racial and he WAS compliant with the requests made of him,
to include answering that ridiculous question.
I would like an answer from the chief why this question was asked when it had no bearing
on whether or not Mr.
was speeding.
I served as a 911 Call taker with APD for almost 5 yrs, leaving the dept in
Prior to that, I worked in various facets of law enforcement to include having been a Police
officer myself for several years. And not once do I EVER recall that being a question on a
traffic stop.

determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
