On March 29, 2023, the OPO received a phone complaint.
The complainant alleges: She was given OPO's number by APD's
The complainant alleges she was six months pregnant when she was held
captive in her car along with her three children all under four years old. When she got out
of the car the lady/stalker assaulted her with a gun and left the scene. The complainant's
sister captured everything on video. APD visited the complainant at her apartment, and she
gave them information for the police report. Throughout that day and thru
she has been harassed by the same person. The complainant's complaint is that there
have been many reports filed on this same person for stalking and harassment and none of
them are in APD's system. She does not know if APD filed charges against the lady for
holding her captive against her will and for assault with bodily injury. One evening in
the complainant called the police because the same person followed her to
her apartment stalking her, but no reports were filed. One evening in
the
same person approached her with her hand in her purse as if she had a gun. The complainant
called APD. There was a warrant for the person's arrest, SO APD arrested her. The
complainant asked the officers what she needed to do to file a protective order and they
told her they did not do that, and she would have to call a detective. APD did not take a
report or give her any kind of case number. In
the complainant called APD
about three times regarding the same person and APD has no reports in the system. In
the complainant called APD once for the same person coming to her
apartment and stalking her again and there is no report in APD's system. In
she called police, they responded, and there is no report on file for that incident. The
complainant called APD again in
because the stalker tried to run her vehicle
off the road (the complainant was given incident #
) and there is no police report
for that incident in the system. On
the complainant contacted police around
because the stalker followed her to her apartment. APD responded and gave her a
report number but now that report number is not in the system. On
the
stalker was at the complainant's apartment, sounding her car horn and harassing her to
come down to the parking lot, which she did not. That report is on file for harassment.
The complainant had to move out of her apartment which put her and her kids on the street.

The complainant now must pay for hotel rooms for her and her children to live. This is
mind blowing and ridiculous that she and her kids have had to go through this turmoil, and
they are now homeless. If she was a white female she would not be going through these
problems because APD would make sure all the reports were on file and in the system. The
complainant is very disappointed in the justice system, and she plans to take her actions
further. She is going to write a certified letter to APD and OPO because she refuses to
settle. The complainant will not let any more time pass without the stalker and APD being
held accountable for the pain and suffering of her and her children.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
