On March 17, 2023, the OPO received an email complaint.
The complainant alleges: During a traffic stop on
officer
was incredibly rude and unprofessional. This officer also needs to review laws
regarding yielding to an emergency vehicle. This officer pulled me over while I was going
the speed limit for "failure to yield to an emergency vehicle " during this stop, the officer
talked down to me and lectured me. However the officer did not have his lights or sirens
on. When I asked what the emergency vehicle was he excessively waved his hands towards
his car, and made unnecessary comments. The officer was visible frustrated
and
condescending. After I explained his lights were not on and apologized, he then gave me a
ticket for speeding that was wrong, and inaccurate due to his frustration. Because of the
time it takes to go to court, take a day off work, etc. I will not be going to court and will
plead no contest. However this officer clearly did not understand that he needed to have
his lights on to be considered an emergency vehicle. This is my first bad experience with
an officer. I hope he does better and fixes his attitude.

This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
