On February 21, 2023, the OPO received an email complaint.
The complainant alleges: Resident is a retired law enforcement employee and called from
the intersection of
, where he witnessed persons experiencing
homelessness walking out in traffic to panhandle, walking between lanes, and disobeying
the pedestrian roadway ordinance that is set up for their own safety. Resident's complaint
is that he has never seen APD patrolling roadways, enforcing the ordinance, or teaching
people about safety practices. If the City is concerned for pedestrian safety as it claims to
be, there needs to be enforcement of this ordinance.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
