On February 3, 2023, the OPO received an online complaint.
The complainant alleges: My son,
, was working
at the
His boss asked him and another employee to go out
to parking lot to collect shopping carts. When my son and the other employee were walking
across parking lot to the bus stop to collect carts they noticed several police cars near the
My son and his coworker were dressed in the
uniforms with their work
badges on. My son was wearing a big blue
coat with logo on back. As they
approached the bus stop they hear "Stop, turn around, don't move!". So, they both turn
around and before they knew it they were surrounded by 4 police officers who then grabbed
each of them and placed handcuffs on them. My son quickly identified himself as an
employee of
and asked what was going on. He then told officers that they were just
picking up carts. The officer told him as he was being placed in the back of the police car
that a witness saw the two of them get out of a stolen car. My son told officers he did not
steal a car and that he drove himself to work in his own car which was parked on the other
side of parking lot. My son stayed in the back of the police car handcuffed for about 30
minutes while police talked to
managers and viewed security cameras. I am upset that
the officers did not question my son before putting on handcuffs. This has been very
traumatizing for my son who has extreme anxiety. My son is a junior at the
and has never been arrested or had a speeding ticket. He should not have been treated
this way. Officers should have noticed that they were in work uniforms and both wearing
ID badges. They were not running or acting suspicious but simply doing their jobs.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
