On January 26, 2023, the OPO received a phone complaint.
The complainant alleges: He called 911 because he was in a hit-and-run accident. Two
officers responded to the 911 call. Officer

The complainant reported to Officer
what had happened. In the
early stages of reporting what happened, officer
grabbed both of his arms and placed
them behind his back. The officer dug into his trousers and pulled out his firearm. The
complainant gave Officer, badge

his license, and his license to carry. The
complainant told officer
the exchange was illegal and that he could not dig in his
trousers and disarm him. Officer
told the other officer "We don't have to do this;
we are out of here". As the officers walked to their vehicle, the complainant followed them
and requested his firearm back. Officer
placed the complainant's firearm on top of
his truck and the magazine for the firearm on someone else's vehicle. The complainant
grabbed both items and put them away. Officer
then pulled his firearm and stared at
the complainant. Officer
then got in the police car with his firearm unholstered and
drove across the parking lot and parked and watched him for about five seconds. As the

the complainant called 911 and asked for more
officers to investigate the officers that just harassed him.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
