On January 23, 2023, the OPO received an online complaint.
The complainant alleges: Car

I entered
from
southbound. As I turned right, the aforementioned
police car appeared in the lane immediately to my right from somewhere behind me, I think
from
street before I turned onto
street.
The police vehicle accelerates to 60mph starting at the intersection of
street and
ane and proceeded at 60mph on
street until stopping at the red light at
and
Ave. During the time the police vehicle stopped at the light and waited
approximately 10 seconds, then turned on the vehicle"s red & blue emergency overhead
lights, drove through the intersection, and then continuing on
, then turned off his
overhead lights immediately after crossing the intersection. I followed the car as best I
could on
street when the traffic light turned green and eventually lost sight of the
car due to its high speed
At NO time during the police vehicle's high speed did the vehicle's driver turn on his red
& blue overhead emergency lights except for 5-10 seconds while crossing the intersection.
It is extremely dangerous for officers to operate their vehicles at very high speeds
exceeding the speed limit without enabling their emergency lights.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
