On January 20, 2023, the OPO received a phone complaint.
The complainant alleges: The officer that pulled him over was fishing, saying he was
swerving -- but when you're driving downtown you're driving "with your head on a swivel,"
people are everywhere. The complainant was detained for an hour with 4 officers around
him. The officer that stopped him seemed like a rookie. The supervisor's name was
although the complainant expressed confusion about the chain of command.
The
complainant doesn't drink, is a 100% disabled veteran, and blew a zero when they finally
got a breathalyzer on scene. The complainant would like to talk to someone about this
stop.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
