NOTICE OF COMPLAINT
January 20, 2023
ICMS #: 2023-0037
On January 17, 2023, the OPO received an email complaint.
The complainant alleges: I received a phone call
at
from
Warn Central Texas about a missing elderly person.
I was sound asleep when my phone blows up from multiple alerts from Warn Central Texas
(calls, texts, emails). Amazingly I didn't have a heart attack after being abruptly awakened
because a call at such an ungodly hour can only mean there is a tornado, flood, gas leak, or
that a family member has died. I received two automated phone calls, the first one reported
a missing elderly, then a second call 14 minutes later saying to cancel/disregard the
emergency. (WCT woke me up - twice.)
Calls at this hour should be restricted to warning citizens of imminent danger, like a natural
disaster, not a missing person BOLO.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
