On November 7, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant's nephew caught someone breaking into cars.
The person came back, beating on the door saying he was going to shoot the house up. The
apartment manager recorded everything and called the police. APD responded and towed
the person's car and then went to his car. The complainant asked why they were looking
in his car, but they could not give him a reason. The officer responded he was parked in a
public place, SO the complainant walked away. The apartment manager gave the
complainant a parking pass to put on his car. The next day the same officer, maybe Officer

put a towing sticker on his car. The officer was harassing him for no
reason and has been messing with him for a while. He has no warrants and feels he is
maybe being profiled because of his dreadlocks. Dreadlocks do not make him a bad person.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
