On November 21, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant is an ex-member of the Arian Brotherhood
gang from when he was in prison 22 years ago. The guys from the gang are now after him.
They are surveilling him.
he was using a locater to find his ex-fiance because he
has a CPS case against her. He ran into some of the dudes sitting in a car. He called 911
who transferred him to a mental health officer. The police always say he's crazy. Police
don't see what's going on and just automatically think he's crazy. They ask him rhetorical
questions when he's trying to be quiet because these dudes are after him. They have
spyware and they've hacked into all his accounts on all his phones. They shut down his
phone when he tries to call the cops. He can verify what he's saying with phones and tablets.
The complainant wonders if police don't help him because he's a convicted felon who's on
parole; that's discrimination. He's being swept under the rug like he doesn't matter. This
behavior is unacceptable because someone is going to get hurt and he will make sure it's
the people that are after him.

This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
