On December 27, 2022, the OPO received an anonymous, online complaint.
The complainant alleges: I have been an Officer for over 15 years. During this time I have
witnessed many forms of corruption. Surprisingly, despite the narrative; this corruption is
not from the Officers on the street who interact with the public on a daily basis. Instead
this corruption starts from the Chief of Police all the way to the Lieutenant rank, and almost
all sections of the department. The systematic corruption and overall incompetence is
disgusting. The extreme lack of leadership exhibited by most of the lieutenants and above
is astounding. The public talks of needed reform, and most of the officers agree, but that
reform needs to start from the top down. I read complaints daily from citizens and Officers
alike. The common theme is a sever lack of leadership. One of the many examples is
Commander
of
Sector who stated to her officers that she believes
that white males are toxic and should not be promoted to higher levels of management.
Instead she believes that u qualified women, specifically women of "color" should be
placed in these positions, just to appear equitable. This is not only a failure of leadership
but also the same biased that officers have been accused of. This bias from the highest
levels of leadership in our department is despicable and needs to be remedied if the city
truly believes in fair and impartial policing. The fact that Joe Chacon has been appointed
Chief for almost 18 months, yet he has failed to provide vision, direction, and expectations
to the entire department, is unacceptable. The fact that numerous people in the rank of
Lieutenant and above have been able to retire honorably when an flagrant violation of law
and/or policy has been identified is yet another example of the failure of leadership at the
highest levels. Examples of this are the retirements of Assistant Chief Justin Newsome and,
more recently, Assistant Chief Bauzon. This needs to be investigated, addressed and
CORRECTED in order to assure the public trust of our department. I beg of you, if you
truly believe in reform begin to immediately investigate the executive staff, for the sake
of the department and public alike!!!

The OPO has sent notice to the City Manager's office of complaints referenced in this
complaint that relate to APD executive staff.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
