Complaint: The complainant alleges:
"Good morning,
At
I found a police car parked in a handicapped spot at

Austin TX. I just think that's a behavior or action
unbecoming of a Police Officer especially when there's plenty of nearby parking.
I'm providing a photo and video in this email. I'm not sure if this is punishable or not but
with police officers reputation throughout the nation lower than ever I just want to help
y'all out by encouraging y'all not to park in handicapped spaces (or have the people who
are contracted to work on your vehicles park them there). It's not a good look"
The complainant also alleges:
"Good morning,
I sent a previous email but didn't include the video/photo by accident. I honestly think it
was an employee at
but I just think the optics look bad and want to help
improve police reputation! I just think y'all should encourage the people you contract to
park them in normal parking spots!"
This notice of formal complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and
Municipal Civil Service Rules.
Recommended Administrative Policies to Review (to include but not limited to):
804.2 GENERAL OPERATION OF DEPARTMENT VEHICLES
(e) When a Department vehicle is unattended and out of sight of the operator:
1. The vehicle should be turned off and legally parked, when practical, and
properly secured by locking the doors and ensuring the windows are rolled up;
and
The City of Austin is committed to compliance with the American Disabilities Act. Reasonable modifications and equal access to
communications will be provided upon request.

2. Any firearm inside the vehicle will be locked/secured unless being readied for
use.
Recommended Classification: The OPO is permitted to make a preliminary recommendation on
the classification of administrative cases.
The OPO recommends this complaint receive a B classification.
