The complainant alleges: They waited for 2.5 hours for police to arrive after his wife was in a car accident in which her car was damaged and the other party was at fault. Officer arrived and said he is a supervisor. The officer said it's ok for the guy (who hit the complainant's wife's car) to drive with a license that expired in and no insurance. Now the complainant is stuck with a damaged vehicle, doesn't know what to do, and is very upset that the officer encouraged the man to drive with no license or insurance.
