On March 28, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant's son was in his truck flashing the lights and honking
the horn. His neighbor came out cursing and insulting them, really upset about it. The complainant
tried to explain that it was a kid but the guy didn't understand him because one speaks Spanish
and the other one English. The neighbor left and came back with a big gun that he pointed at the
complainant and his son. The complainant got his son to safety and called the police.
When the police came, the person who was interpreting for the complainant gave them the wrong
address. The complainant was SO upset that he didn't even notice. The police spent an hour at that
location, came back and told the complainant that there is a calm family there and no one with a
gun, provided a case number, and left. The next day or SO the complainant missed work because it
was raining and saw some neighbors who asked him why the police hadn't gone to the man's
apartment. They told him that the guy with the gun is a police officer. The complainant has been
even more afraid since finding this out. He can't sleep and is stressed out all the time. He has called
311 but no one has followed up with him. The maintenance people and the people who run the
apartment complex have said the man is very dangerous for everyone. The complainant has heard
that he is on drugs.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
