Nothing has been done to stop police for violating people's right and making him fear for his life. People were standing and an APD officer told him he could not be in the road because it was open to traffic -- which was not true because it did not open to traffic for another hour. APD is able to lie, manipulate, and bully people under the color of the law. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
