On April 7, 2022, the OPO received a phone complaint.
The complainant alleges: He decided to play music on
with his electric guitar.
He spoke about police abuse, police accountability issues, and all the complaints he has made with
OPO that were closed. He spoke about how the police shot his dog and how they have been
bullying him. He spoke about how police are abusing unhoused veterans and the elderly by kicking
them and forcing them to move. There is no housing because the police get over four hundred
million dollars a year that could be used as housing money. The police threatened to arrest him
for freedom of speech, stole all his property, and told him he did not have a right to freedom of
speech. He disagreed, SO the police threatened to arrest him and gave him a ticket. The police
have done this to him over a dozen times. Everyone who does not hold the police accountable and
gets paid by the city is perpetuating violence against him and putting him in fear for his life.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
