NOTICE OF COMPLAINT
April 22, 2022
ICMS #: 2022-0313
On April 22, 2022, the OPO received a phone complaint.
The complainant alleges: On
at around
,
the complainant's brother,
,
was killed in a crash on his motorcycle. Following the incident, there was no
investigation. The complainant was notified of the incident by APD and was not given much
information about what occurred and APD is being generally uncooperative. APD refused to tell
the complainant where the motorcycle ended up following the incident. The complainant believes
that the reason APD is being uncooperative is because of who the woman involved in the crash is
and is related to, and that there is some corruption or cover-ups occurring. The woman is believed
to be the niece of a politician in Austin. The woman has an extensive record of drug abuse and
alcohol abuse, goes to jail at least once or twice a year for related offenses, and has caused
accidents in the past while under the influence. No one was tested for drugs or alcohol at the scene
of the accident except for the complainant's brother. Officer
made a statement that
none of the parties were under the influence of drugs or alcohol, yet no tests were taken that could
have determined this. APD has refused to release the video and other reports to the family and the
complainant believes their civil rights are being violated. The complainant has asked why the
complainant's mother was not contacted and why charges are not being pressed, to which neither
have been answered. The complainant believes that all of this has happened this way because her
brother was a Black man and racism is involved.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
