On April 26, 2022, the OPO received a phone complaint.
The complainant alleges: She was robbed by her property manager. The property manager
entered her apartment on the

and stole her cats along with about $4,000 worth of
belonging. She had not been evicted, nor had she abandoned her apartment. The property manager
knew she was moving out on the
The property manager admitted to putting her cats outside
which is animal abuse and neglect and is imprisonable in Texas for up to ten years. After APD
spoke to the property manager she was told it is not a civil matter and not criminal because the
property owners were involved. She feels this is inaccurate and means a property owner can enter
a renter's apartment, and steal all of their belongings and there is no criminal recourse. She feels
there is foul play and does not know if the property manager knows someone in the department or
if the officers were paid off. Two different deputies were extremely rude and hung up on her when
she was trying to tell them about the incident. She left messages for

to call her back SO she can discuss this matter because police are supposed to protect good people
from bad people and if they are not doing that what is their purpose.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
