On May 5, 2022, the OPO received a phone complaint.
The complainant alleges: She and her boyfriend were arrested by several APD officers
who did not follow policy or procedure. The officers used excessive force. Her boyfriend
was hit in the face and a blood vessel in his eye was ruptured and his head is still pounding.
He only weighs 110 lbs and the officers pushed her SO hard that she broke her toenail and
received bruises to her body. Neither she nor her boyfriend were resisting arrest. The
officers' names were not included on any of the paperwork. Several videos related to the
incident went viral on the internet. Usually, she is allowed to keep her paper money, but
not this time. When she was released, there was a lot of money missing.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
