On May 10, 2022, the OPO received a phone complaint.
The complainant alleges: There was very loud arguing in the apartment below him, SO he
thumped on the floor and said to stop it. The person in the apartment below came up to his
apartment and began banging on his door over and over and yelling for him to come out
because he was going to take care of him, fight him, kill him, he does not know. When
APD responded to the 911 call, he told them what was going on. The officers went to the
neighbor's apartment and when they returned, they told him the neighbor was only playing
video games and to stop using APD as a tool, and to report the situation to his apartment
manager. He called 911 because he felt his life was in danger and the responding officers
took the word of the person that was threatening his life.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
