On May 10, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant is a victim of domestic violence and sexual
abuse by her ex-husband,

. He keeps coming
to her home and she calls the police every time. Recently when officers arrived, an officer
talked to her ex-husband first. The officer then searched her whole house for alcohol and
drugs. The complainant remained calm and tried to explain the situation to the male
officers, no female officers were present. The officer was set in his mind that she was being
difficult and that he wanted her children to go with the ex-husband, with whom the children
aren't safe. She tried to explain that her ex had given him a fake ID, and that there are all
these cases and reports, and the officer wouldn't even look at them. He asked if she was on
drugs and called CPS and Integral Care, adding to her and her kids' stress. Now there are
three agencies involved instead of just one.
The officer needs training on domestic violence, spousal abuse, and people with PTSD and
disabilities, as well as how to be impartial. He said he had recently been through a divorce.
The officer thought that she was seeing things or making things up when she has evidence
to prove her side. She has a protective order, he's being charged with assault by contact,
and there is an open case on that.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
