The complainant alleges: Back around February , Cpl pepper sprayed a crowd with a large pepper spray canister by technically spraying the ground. He emptied an entire canister in one night. He did it against a crowd that was just verbal, which is against policy as I understand it from reading it online. His Sergeant was right next to him and knew he was doing it. I see many officers getting in trouble for this but he clearly thinks he's slick and above the law and policy. I may be wrong, but he needs to be investigated. Both him and his Sergeant. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
