On May 25, 2022, the OPO received a phone complaint.
The complainant alleges: He was putting his daughter to bed when he heard a police radio,
and someone was banging on his door. He saw a man on his porch wearing a dark shirt,
SO he assumed it was the police. When he opened the door, it was a man in his late 20s or
early 30s on the phone with 911. The man told him that his father was hunting him with
an assault weapon, and he needed to hide out until the police arrived. Based on what the
man was telling him complainant started thinking there could be a drive-by shooting SO he
let the man in his house to wait for the police. Complainant called APD about 5 times and
it took 2hours and 15 minutes for them to respond to his call. The complainant was
questioned if the person had a knife or was the person pointing a gun at him and the answer
was no, but the person was becoming extremely agitated. When the police arrived, they
were banging on the door and did not identify themselves. The complaint does not
understand why it took 2 hours for APD to respond when the person was in his home and
becoming agitated. The complainant alleges the original call for APD was from the man's
home and the man was apparently mentally ill but was believing everything he was telling
him. Officers were very dismissive and stated it was a rainy day and there were accidents
on the road. Complainant questions how incidents are prioritized. APD #
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
