The complainant alleges: Officer allowed an unlicensed, uninsured person to leave the scene of an accident dated . Report# I don't . believe he should have allowed a person that had just caused an accident leaving our vehicle totaled, to drive away in an ininsured vehicle on our Texas roadways. It was irresponsible and illegal to allow that person to drive away knowing they did not have a proper license or valid insurance. Allowing this person back on the roadway is threatening other drivers that they may come into contact with. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
