It was irresponsible and illegal to allow that person to drive away knowing they did not have a proper license or valid insurance. Allowing this person back on the roadway is threatening other drivers that they may come into contact with. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
