NOTICE OF COMPLAINT
September 9, 2022
ICMS #: 2022-0763
On September 6, 2022, the OPO received a phone complaint.
The complainant alleges: He had an incident at
when he stopped there to eat
his lunch. On his way in he put his things in a cart when he came out the cart guy started
to harass him and followed him to the bus stop with a chain whip. They had words because
the cart guy took his backpack. When the cart guy was about 20 feet away, a gang of 4
Mexicans began filming and chasing the complainant. He grabbed his baseball bat and
now there are five people attacking him. When they saw him chain whip one of the guys
the others scattered like rats. He fought all five of them off. He had injuries to his head
and arm. Security came over and told him he had to give the cart and chain whip back
because they were store property. APD sent two Hispanic officers to the scene of what he
felt was a racial gang call. As soon as the complainant said Mexican the officers did not
want to hear another word. The officers were very cocky. Why did they come fully armed
when he was in the hospital trying to intimidate him? He asked them to back up off of him
because he did not like them standing over him with two guns in his face, pepper spray,
tasers, and batons. How many weapons are needed to take a complaint? One of the officers
told him "You know we are not here to harm you". The older officer turned it into a joke.
The officer did not want to take any information regarding the incident. The police
questioned him but did not want to take any information he gave because it was against his
race, and he was definitely one-sided. The complainant's question is why they would send
Hispanic officers to a racially motivated call. It was an abuse of power by the officers and
systematic racism against whites and he is sick of it. Everywhere you go it's Mexicans and
Mexican cops and he is sick of it. The people who attacked him were obviously illegal and
nothing was done about it.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
