NOTICE OF COMPLAINT
September 30, 2022
ICMS #: 2022-0862
On September 29, 2022, the OPO received an online complaint.
The complainant alleges: I had just turned left on
and was driving
north on
using the far right lane. Police car
which was driving
next to me on the left hand lane sidled too close to my car. They didn't have any red and
blue flashing lights on SO I tried to steer away from the police car but when I tried to steer
away, the car sidled closer. The friend I had in the car said "He wants you to roll your
window down." I rolled my window down and the officer in the police car screamed, "Your
taillight is it out. GODDAMN" and drove away. This happened in the middle of the road.
He didn't put his lights on to pull me over. When I finally had a chance to pull into
a
parking lot, my friend and I checked both taillights (they are working properly and lighting
properly), turning lights (they are working properly and lighting properly), and headlights
(are on properly and the turning signal in the headlights also working properly). Having
been accosted and cursed at by a police officer and having been put in an unsafe position
by stopping in the middle of the road was very jarring and unacceptable. If I did have a
broken taillight, I would have felt safer being pulled over and informed of it politely.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
