NOTICE OF COMPLAINT
October 28, 2022
ICMS #: 2022-0972
On October 24, 2022, the OPO received a phone complaint.
The complainant alleges: He had phone conversations and e-mails from
regarding the incident at his residence when his landlady threatened him
with physical assault about a month ago. Detective
told him there would be
a follow-up. He had no response from APD. The complainant contacted Detective
who denied having spoken to him. He did get an e-mail apologizing because
she found his statement. When he inquired about follow-up, he was told detectives do not
follow-up up with misdemeanor C cases and that he had to go to municipal court and file
his report. He went to municipal court and APD headquarters and no one would take his
case. APD headquarters will not let anyone in the building. They told him to go home and
wait for the follow-up. Municipal court told him he needed to go to Travis County court
and hopefully, he will get some results. His specific complaint is that Detective
gave him the wrong information and at the beginning of the first e-mail she
denied she had even been in contact with him. He does not know if it was her intent or if
she was just lazy. She needs to be reported. The complainant stated it is absurd to have
APD investigate their own people.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
