On October 24, 2022, the OPO received a phone complaint.
The complainant alleges: Her son suffers from mental illness. On
he was
having an episode where he heard people in the wall. She called 911 and requested a mental
health officer. APD arrived prior to the mental health officer. When mental health officers
arrived, they de-escalated the situation, and did not take her son to the hospital or jail but
allowed her son to stay with her that night. The next night he had another similar episode
and police arrived but not mental health. The officer who was not trained as a mental officer
took her son to jail. She stressed her son was having an episode and that she had been
dealing with it for years. The complainant stated APD failed her and her son because her
son needed help and a non-mental health officer responded and her son was arrested. Her
son is still in jail.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
