NOTICE OF COMPLAINT
October 28, 2022
ICMS #: 2022-0976
On October 24, 2022, the OPO received a phone complaint.
The complainant alleges: He was bitten by a dog owned by a homeless man. APD
responded and he gave them information about the incident. Sgt.
, badge
pulled up out of nowhere and accused him and blamed him for the attack. As the
complainant was bleeding from the face, he asked why he was to blame. He respectfully
stated to the Sgt., "You have no idea what happened, and you have no facts." Sgt.
made it seem like if he continued to talk to him, he would remove him from the scene. Sgt.
was not interested in figuring out what happened but turned the scene into blaming
the complainant for what happened and wanted to get him out of there. Sgt.
was
your typical authority with no compassion and no empathy.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
