NOTICE OF COMPLAINT
October 28, 2022
ICMS #: 2022-0987
On October 27, 2022, the OPO received an online complaint.
The complainant alleges: I came across this information in my line of work - I am a
prosecutor in Austin, Tx. I am reviewing a case where Officers were called to a residence
after a report of Assault. Upon arrival to the home, officers received information about
child abuse and documented evidence (photos and video showing injuries to a child) and
confirmed reports that the abuse is ongoing. Instead of filing a CPS report which is the very
least these officers should have done, they detained the child who acted in self defense and
told the child his father was allowed to discipline him with physical force. The child was
whipped several times with a vacuum cord.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
