Groundbreaking for Seabrook Square II offers more affordable housing for people exiting homelessness
AUSTIN, TX – The City of Austin Housing Department celebrates the groundbreaking of Seabrook Square II, a multi-family permanent supportive housing (PSH) development located in District 1 at 2210 Pershing Drive. Seabrook Square, a partnership development between the Austin Housing Finance Corporation (AHFC), Integral Care, Capital A Housing, and the NHP Foundation, is broken into two phases of development, with the first phase, Seabrook Square I apartments consisting of 204 affordable units and the second phase, Seabrook Square II, consisting of 60 Continuum of Care units.1 Both phases of development have a long-term ground lease with AHFC, through which the land will continue to be publicly owned.

The development in the J.J. Seabrook Neighborhood aims to provide maximum affordability for residents and local businesses. The groundbreaking event featured remarks from development partners and community leaders.

As approved by the Austin Housing Finance Corporation board in February 2024, Seabrook Square II is financed by $1,697,099 million in 2022 General Obligation (GO) Bonds, $10,684,557 million from Travis County, $5,181,161 million from the Downtown Density Bonus Program, and $1,000,000 million in HOME ARPA funding. Additionally, the City of Austin allocated 60 project-based Local Housing Vouchers for the property, dedicating all 60 units to the Austin/Travis County Homelessness Response System.
“At Integral Care, we know that housing is more than four walls,” said Integral Care CEO Jeff Richardson. “It is the foundation for recovery from mental illness, substance abuse, and other chronic health conditions. Seabrook Square II is a major milestone in Austin’s affordable housing effort and exemplifies the power of collaboration in addressing housing needs.”
The new construction property will be developed by Capital A Housing and owned and operated by Integral Care, with a 40-year affordability period and a ground lease with AHFC. Construction completion is anticipated for January 2026, with an anticipated move-in for March 2026. All 60 fully furnished efficiency units will be available for rent to households earning at or below 30% MFI.
“This project is a historic effort between the City of Austin and Travis County to build over a thousand new units of permanent supportive housing to respond to our homelessness crisis, all of which will be operational in 2-3 years. This really shows that when we all work together, we can address our community’s most pressing issues,” said Conor Kenny, a principal at Capital A Housing, the developer of the project.
Seabrook Square II will be a five-story, wood-framed, elevator-served building that will be designed with dignity and safety in mind for persons who have experienced long-term trauma, violence, and homelessness. The building will feature a single point of entry with interior corridors on all levels. The site will be equipped with ample common area spaces, including a private courtyard, community room, laundry facility, computer lab, and food pantry. The site will also be equipped with 24/7 onsite staffing and internal and external security cameras. Additionally, a clinic that provides primary and mental health care, including support for substance use disorder is only one mile away.
