The Austin Police Department (APD) continues to investigate the officer-involved shooting that occurred on Sunday, January 21, 2024.
APD understands the importance of building trust within our community and will continue working diligently to develop a strong and trusting relationship. As per our policy, we share information about a critical incident within ten business days of its occurrence. APD worked with the Office of Police Oversight and the City of Austin to release this information today. The press release includes links to the relevant audio and video from the ongoing investigation. The Travis County District Attorney's Office reviewed the audio and video materials identified for public release. The details provided today are preliminary, as we are very early in the investigation.
Three APD officers discharged their Department-approved firearms. The first officer is Officer Jacob Porter, who has 4 years of service with the Department. The second officer is Officer Valerie Machado, who has 5 years and 11 months of service with the Department. The third officer is Officer Cody Crumplar, who has 8 months of service with the Austin Police Department. Per APD protocol, all three officers have been placed on administrative leave.
APD will conduct two concurrent investigations into this incident: a criminal investigation conducted by the APD Special Investigations Unit in conjunction with the Travis County District Attorney's Office and an administrative investigation conducted by the APD Internal Affairs Unit, with oversight from the Office of Police Oversight.
Transparency and accountability are key elements needed to serve and build relationships within the Austin community. Below is the chain of events related to this critical incident that will help you understand what took place.
At approximately 12:29 a.m., Austin 9-1-1 received an emergency call requesting Emergency Medical Services (EMS) at 12310 Uttimer Lane. The caller reported that someone had been stabbed multiple times, and the victim “was bleeding a lot.” The caller further stated that the male suspect who stabbed the victim, was holding a knife and was still inside the residence with a female victim. At approximately 12:33 a.m., the first APD officer was assigned to the call.
At approximately 12:36 a.m., Officer Jacob Porter, Officer Valerie Machado, and another officer arrived at the scene in marked police units and wearing distinct APD uniforms. The officers located several people outside of the residence and began to gather information. Officer Cody Crumplar arrived on scene and approached the other officers and the group of people that were in the front yard of the residence. One person in the group appeared to have multiple stab wounds. The injured victim pointed towards the front door of the residence and stated there were other people inside the house. As the officers approached the door of the residence, they heard screaming within the residence. Due to the immediate need to preserve life and prevent further harm to the individuals inside, the officers decided to make entry through the front door of the residence.
At approximately 12:37 a.m., Officer Jacob Porter, Officer Valerie Machado, and Officer Crumplar entered the residence through the front door, which was unlocked. Officers entered the residence and observed the suspect, later identified as Jose Reynaldo Martinez-Argueta. Martinez-Argueta was seen with a knife, holding a female with multiple stab wounds. To protect the life of the victim, the three officers discharged their Department-approved firearms; hitting Mr. Martinez-Argueta.
At approximately 12:38 a.m., “shots fired” was announced over police radio traffic.
Once the scene was made safe and Mr. Martinez-Argueta's knife was secured, officers safely removed the female victim who was being held by Martinez-Argueta out of the residence. Officers then located several other individuals, including three uninjured children, inside the residence. Officers were able to safely escort them out of the residence as well. Officers then provided medical aid to Mr. Martinez-Argueta prior to EMS’ arrival on scene.
A third victim with multiple stab wounds, later identified as Maryuri Leticia Reconco-Moncada, was located inside the residence on the floor of a bedroom. Officers attempted to render life-saving measures on her. Unfortunately, at approximately 1:06 a.m., Reconco-Moncada was pronounced deceased.
At approximately 1:00 a.m., Mr. Martinez-Argueta was transported to a local hospital and is in stable condition.
Detectives assigned to the Homicide and the Special Investigations Unit responded to the scene to investigate. During the investigation, it was determined that Mr. Martinez-Argueta and Reconco-Moncada, were in a relationship. Detectives learned that Mr. Martinez-Argueta and Reconco-Moncada were involved in a physical disturbance when Mr. Martinez-Argueta stabbed Reconco-Moncada, causing her death. Mr. Martinez-Argueta also stabbed the other two victims, whom were both taken to a hospital with life-threatening injuries. Both victims have since been released from the hospital and are recuperating from their injuries.
Mr. Martinez-Argueta is currently charged with one count of 1st degree felony Murder and two counts of 2nd degree felony Aggravated Assault with a Deadly Weapon.
This incident was captured on officers’ body-worn cameras. Body-worn camera videos do not always capture everything the officer or witnesses saw or experienced during the incident; however, the footage helps us understand what occurred.
