On November 21, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant called APD
because some homeless
people have set up a chop shop for bikes in an unused building a couple hundred feet from
his house. The police recovered a piece of the complainant's property with his name on it
that they returned to him. Police told the complainant that they don't know who owns the
building and have no way of finding out. Either the cops really don't know what they're
doing or that's a blatant lie. The complainant easily found the owner on the Travis County
Appraisal District website (details on complaint recording). They told the guy who's living
in the building that as long as the owner doesn't say otherwise, it's ok for him to live there
and continue to steal stuff. The complainant states that the cops condone, ignore, and enable
this type of behavior and would like some kind of statement from APD before he goes to
his council member and the press.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
