OF GINE OFFICE OF POLICE OVERSIGHT FOUNDED NOTICE OF COMPLAINT February 10, 2023 ICMS #: 2023-0104 On February 6, 2023, the OPO received an email complaint. The complainant alleges: Resident is submitting a complaint to an unknown APD officer. Resident states she had been kidnapped and had escaped from the person, and was able to find an APD officer. The officer was uncaring and unprofessional, and acted as though he didn't believe she was in danger. The officer dropped her off at an unsafe location on without her phone, money, or a coat. Resident states the officer failed to help her when she desperately needed it. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
