The complainant alleges: Three APD officers refused to ID themselves, refuse to stop stealing things, and are committing crimes under color of law. He has submitted a number of complaints against APD and does not believe that OPO & IA are taking him seriously. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
