The complainant alleges: He witnessed an APD officer park illegally in a no parking tow-away zone. The officer did not have his emergency lights on and was not doing official business. The officer blocked part of the means of egress from the parking garage just to go into the restaurant to get food. That shows how APD and the city manager do not hold the police to any measure of policy or laws. Officers' disregard for the law is indicative of how he and others are treated. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
