The complainant alleges: An officer in an unmarked vehicle turned on his lights SO everyone would get out of their way. Once the officer had finished getting through, they immediately turned their lights off, which was an abuse of power. As a result, many of the drivers in traffic were thrown off by this sudden occurrence and nearly rear-ended each other. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
