On April 25, 2022, the OPO received a phone complaint.
The complainant alleges: APD officers are unwilling to take her statements. APD told her they
already had her statement that she called in. When she tried to tell the officer about everything
that had happened, the officer got really defensive with her and did not take her statement. She
told the officer she had been raped at the place she was employed, and the officer responded with
"how does that make you feel" and still did not take her statement. The next day when she called
again another officer responded. That officer was also defensive and started to get in her face
when she tried to talk about being raped. She thinks the police department has tried to investigate
her before because of other people who called in false reports about her. Her son was killed last
year, and she thinks it is because she is trying to report the incidents to APD. Her family and
children were being threatened. The people threatening her are all people on drugs. She recorded
threatening messages and her cell phone has been stolen many times because they found out she
was going to take her phone to APD as evidence. Police are not taking her statement because they
are involved with people who are doing bad things.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
